(c) whether the Government plans to make it compulsory to appoint only those candidates who had passed the Central Qualifying Test in order to ensure quality education and check exploitation of teachers by private schools; and

(d) if so, the details thereof?

MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT (Dr. SHASHI THAROOR)

(a)to(d): In pursuance of section 23 of the Right of Children to Free and compulsory Education (RTE) Act, 2009, the National Council for Teacher Education (NCTE) has vide its notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in class I-VIII in all schools, including private schools, which inter alia provides for passing of the Teacher Eligibility Test (TET) as an essential qualification. Accordingly, only those persons who have qualified the TET are eligible for appointment as a teacher for classes I-VIII. There is no proposal to dispense with the condition of passing the TET.

(b) The CBSE does not open any school. It grants affiliation to the schools after assessment of their fulfillment of mandatory requirement prescribed in the Affiliation Bye-Laws of the Board.

Mushrooming of Private Schools & percentage enrolment in rural areas

(a) & (b):The Annual Status of Education Report (ASER), which is an assessment brought out annually by PRATHAM, a non-governmental organisation, has in its Report of 2012 mentioned that 28% of children in rural areas go to private schools. However, according to the District Information System for Education (DISE), which is a school-based national data base on elementary education, the percentage of children in private schools in rural areas was 16.99 in 2011-12 at elementary level, which was marginally higher than in the preceding year.. The state-wise percentage of rural children going to private schools at the elementary level in 2011-12 is annexed.

(c):Under the Right of Children to Free and Compulsory Education (RTE) Act, 2009, which became operative from 1st April, 2010, every private school, including those in rural areas, has to seek recognition from the prescribed authority, and shall be granted recognition only if it fulfills the norms and standards specified under the RTE Act.

Girl Education & Seniario of Elementry and Secondary Education in India

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 128 TO BE ANSWERED ON 6TH MARCH, 2013 REGARDING “GIRLS’ EDUCATION” ASKED BY SHRI DHARMENDRA YADAV, SHRI ANANDRAO ADSUL

(a) to (e):The enrolment of girls at elementary, secondary and senior secondary level has been steadily increasing and the drop out rates declining at all stages of school education. The Gross Enrolment Ratio of girls at primary level rose from 85.9% in 2000-01 to 116.7% in 2010-11, at upper primary level it rose from 49.9% to 83.1% over the same period, while at secondary level it rose from 45.3% in 2004-05 to 60.8% in 2010-11 and at higher secondary level from 24.5% to 36.1% during the same period. This data has been collected and compiled under the annual School Education Statistics by the Ministry of Human Resource Development.

Over the 11th Plan period, 1,44,156 additional elementary schools and at the secondary level 9636 new schools have been sanctioned. The State-wise details are at Annexure. 9.17 lakh teachers for elementary schools have been sanctioned during this period. At the secondary level 55,964 additional teachers have been sanctioned during the Eleventh Plan period.  

Quality of Education: Lok Sabha Starred Question No. 123

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF LOK SABHA STARRED QUESTION NO.123 FOR 6th MARCH, 2013, ASKED BY SHRI MAHENDRA KUMAR ROY AND SHRIMATI SUPRIYA SULE ON QUALITY OF EDUCATION

(a) & (b):The National Council of Educational Research and Training (NCERT), which uses a rigorous research methodology, conducts very detailed periodic national surveys of learning achievement of children in classes – III, V and VIII, which have revealed a slight improvement in pupil achievement learning levels, even though the overall achievement remains low.

(c) & (d):Under the Sarva Shiksha Abhiyan (SSA), the State Governments and UT Administrations are supported on several interventions to improve teaching standards, including regular in-service teacher training, a 30-day induction training for newly recruited teachers, training of all untrained teachers to acquire professional qualifications, recruitment of additional teachers for better pupil-teacher ratios, academic support for teachers through block and cluster resource centres, a continuous and comprehensive evaluation system to equip the teacher to measure pupil performance and provide remedial action wherever required, and teacher and school grants for development of appropriate teaching-learning materials, etc. The Right of Children to Free and Compulsory Education (RTE) Act, 2009 specifies statutory duties and responsibilities of teachers and lays down the minimum qualifications for a person to be eligible for appointment as a teacher in elementary schools, which have been notified by the National Council for Teacher Education (NCTE) in its Notification dated 23rd August, 2010. For secondary education, the Rashtriya Madhyamik Shiksha Abhiyan programme similarly, provides for in-service teacher training and academic support to schools for improving teacher performance.

Central Teacher Eligibility Test (CTET) July, 2013 for Jobs in School – Central Board of Secondary Education

The Central Board of Secondary Education, Delhi will be conducting the Central Teacher Eligibility Test (CTET) for a person to be eligible for appointment as a teacher for classes I to VIII on 28.07.2013 (Sunday). Candidates can apply only On-line for CTET-JULY 2013 on CBSE/CTET website.

Applicability :

i) The CTET shall apply to schools of the Central Government (KVS, NVS, Tibetan Schools, etc) and schools under the administrative control of UT of Chandigarh, Andaman & Nicobar Islands, Daman & Diu and Dadra & Nagar Haveli and NCT of Delhi.

ii) Schools owned and managed by the State Government/local bodies and aided schools shall consider the TET conducted by the State Government. However, a State Government can also consider the CTET if it decides not to conduct the State TET.

iii) CTET may also apply to the unaided private schools, who may exercise the option of considering the CTET.
